Funding and Local Authority Questions in Care Enquiries

Families cannot plan care without understanding who pays. A worked example that makes the arithmetic visible before anyone commits.

A family have worked out that their mother needs about twelve hours of care a week. What they cannot work out is whether they pay for it, whether the council pays, whether they should be asking for an assessment first, and whether arranging care privately now stops them getting help later.

Care gets delayed for months over exactly this.

A worked example

Say an agency charges 28 an hour, and the family arrange three visits a day of one hour each, seven days a week. That is 21 hours a week.

21 hours at 28 is 588 a week, or roughly 2,548 a month.

If the local authority assesses a need and agrees to fund part of it, the family contribution depends on the financial assessment. Say the authority funds 12 hours and the family arrange the remaining 9 privately at the same rate. That is 252 a week privately, or about 1,092 a month.

If the person is assessed as funding their own care entirely, the full 2,548 applies until circumstances change.

Publishing that arithmetic, with the rate and the visit lengths, lets a family see what the decision actually costs rather than guessing at a number they cannot picture.

Explain the routes without advising

A local authority assessment, self-funding, funded arrangements through health routes and any benefits that may be relevant. Naming them and pointing to the official sources is helpful. Assessing whether someone qualifies is not something a provider can do.

Publish your rates plainly

Hourly rate, minimum visit length, weekend and bank holiday rates, night rates and live-in rates. Families comparing agencies are comparing these and cannot without them.

Explain minimum visit lengths

A thirty minute visit and an hour are different services at different rates, and some tasks cannot be done in half an hour. Being honest about this prevents a care plan that does not work.

Say what happens while waiting for an assessment

Assessments take time and needs do not wait. Explaining that care can start privately, and what happens if funding is later agreed, is the practical answer families need.

Explain how care can grow or shrink

Families fear committing to an arrangement they cannot change. Setting out how a package is reviewed, how visits are added or reduced, what notice applies and whether the rate changes at different volumes lets a family start with less than they think they need, which is usually the decision that finally gets care in place.

Point to independent advice

Care funding is complex and there are organisations who advise on it independently. Pointing to them is better service than a provider attempting to explain someone's entitlement.

Never discuss a family's finances

Assets, property, savings and what someone should do with them are firmly outside what a provider or a website should address.

The broader fee conversation

It is covered in care fees and funding questions families ask.

Families research at difficult hours

The timing is described in families researching care homes late at night.

Funding clarity converts everywhere

The pattern appears in fees and funding questions from prospective students, and capturing the situation first is the approach in receptionist screening questions.

Frequently asked questions

Who pays for home care?
Depending on circumstances it may be the local authority, the individual, a combination, or funded through another route, and an assessment determines it.
What is a financial assessment for care?
A local authority process that considers income and assets against published thresholds to determine any contribution.
Can a care provider advise on funding?
It can explain the routes and its own rates, and decisions on eligibility and contributions belong with the local authority.
